On June 27, 2003, Rear Admiral Barry C. Black (Ret.) was elected the 62nd Chaplain of the United States Senate. He began working in the Senate on July 7, 2003. Prior to coming to Capitol Hill, Chaplain Black served in the U.S. Navy for over twenty-seven years, ending his distinguished career as the Chief of Navy Chaplains. The Senate elected its first chaplain in 1789.

By now, you’ve heard the sad, bad new of the mass shooting at a private religious elementary school in Nashville, Tennessee in which 6 individuals were killed — 3 – 9 year old children, and 3 adults.
Nashville Metro Police Department is to be HIGHLY COMMENDED for their heroism, and rapid response — only 15 minutes after the first call came in, the shooter was killed on site.
In fact, the whole world now knows how brave Nashville’s police officers are, because unlike the Coward of Broward, and the fearful Uvalde, Texas police, even the Babylon Bee, an online satire magazine website, stood up and took notice, by recently publishing this tweet:
And so, when I shared with a friend the Senate Chaplain’s actions, there were only two questions asked, and one emphatic expression in response.
Did he propose any ideas? (Yes.)

What were his thoughts? We do need to take action!
Here is how I responded.
Not to be sarcastic, of course, but his suggestion was that good men (and women) take action.
My longstanding suggestion — since being published Thursday, August 27, 2015 in “A Simple Solution to America’s Gun & Mass Shooting Problems” — continues to be, that ALL such firearms as the AR-15, AK-47, etc., should be placed under the auspices of the National Firearms Act of 1934, which was enacted to limit access to automatic weapons used by criminals like Bonnie & Clyde, Ma Barker, Pretty Boy Floyd, John Dillinger, Al Capone, et al, to ameliorate the ease with which they committed crimes.

The act permits citizens to exercise their 2nd Amendment rights through ownership, yet places a VERY HIGH BAR to ownership by mandating fingerprinting, thorough & intensive background investigations by FBI, State & Local police/Sheriffs, etc., payment of a $200 tax to the U.S. Treasury Dept., and perhaps a few more things, such as character & mental fitness.
IF for any reason there is any problem with the findings, the application is DENIED, and the tax returned.
That process ensures that ONLY the MOST upstanding & law-abiding citizens can possess such firearms. Included in the NFA are: Silencers (now called “suppressors”), short barreled shotguns & rifles, and automatic firearms (defined as any firearm that discharges more than one bullet with one tigger pull).
I have also proposed that ALL high capacity ammunition magazines (defined as any capacity over 7 shots) for rifles & handguns also be placed under the NFA. Further, the tax — which has NOT been increased since the law was enacted in 1934 — should be updated to reflect the inflation/time-adjusted value — $200 in 1934 is the approximate equivalent of $4,558.18 today.
The permit is for ONE SPECIFIC ITEM ONLY, and is NOT a carte blanche/umbrella license; and each time an item is purchased, the process MUST be undergone again.
We can, and should, also:
• CLOSE so-called “loopholes” in existing firearm laws that facilitate ease of “straw purchases” (which are already illegal),
• Regulate person-to-person (private) sales,
• Increase taxation on firearm sales,
• Require a special insurance upon them,
• Require that owners demonstrate competency & knowledge of applicable Federal, State, and Local laws regulating them (the NRA once supported that years ago),
• Limit the quantity that an individual may own/possess BEFORE a special license MUST be obtained to purchase additional firearms, and
• Mandate a 90-day waiting (“cooling off”) period before possession can occur after sale.
• And perhaps ultimately, repeal certain provisions in the FOPA — Firearm Owner’s Protection Act — which is anything but.
The FOPA overturned six Supreme Court rulings,
• Over-ruled at least 33% of the hundreds of lower court rulings interpreting the Gun Control Act (undid numerous firearms regulations),
• Was the measure that allowed gun dealers to sell rifles, shotguns and ammunition through the U.S. Mail and the Internet (which facilitated James Holmes’ mass shooting at an Aurora, Colorado movie theater July 20, 2012),
• Limited federal inspections of Firearms Dealers,
• Simultaneously allowed firearm dealers to sell guns at gun shows, and by so doing,
• Helped gun shows grow significantly in popularity and size,
• Popularized modern gun shows,
• Created the so-called “Gun Show Loophole,” allowing of “straw purchases” of firearms, and
• Significantly contributed to mass shootings.
The FOPA also made it easier for private collectors to sell guns without obtaining a federal dealers’ license, which would play a role in what later became known as the “Gun Show Loophole.”
For example, in my opinion, 3 pistols, 3 rifles, and 3 shotguns are PLENTY enough firearms for any one person. A Federal Firearms License (FFL) is required for any individual who engages in the sale of firearms for a living/business. In a similar manner, a special category FFL could be made for individuals who desire to own more than 9 TOTAL firearms.
A photo ID should also accompany, and be incorporated into that special license.
Those are EVERY ONE reasonable, rational, and can be legally mandated. We already forbid felons from firearm ownership, and there’s no reason why we cannot do more to utilize the power of law to protect ourselves from those who have little-to-no regard for law, and abuse such liberty.
When I was in 5h grade, the bandmaster said, “locks are made for honest people, because dishonest people will get in anyway.”
Laws are made for law-abiding people, and to punish those who demonstrate irresponsibility. Criminals will get guns, regardless, but it should be VERY difficult for them to do so. As it now exists, it’s easy-peasy for them, and, the system also overlooks LEGALLY PURCHASED firearms from being in the hands of those who should not own them.
So yes… there are PLENTY of things that can be done.
And you know, the cool thing about the Constitution?
It can be amended.
If we REFUSE to act reasonably, rationally, and prudently, we run the risk of having a groundswell of calls for repeal of the 2nd Amendment… and THAT would be terrible.
I think it IMPORTANT to note that, I am NOT now, nor have I ever been “anti gun,” and rather, am anti stupid.
While I do no now own, nor possess any firearm, that was not the case many years ago when I concealed carried a high capacity 9mm PT92F pistol EVERYWHERE I went — LITERALLY, EVERYWHERE — school, church, shopping, work, etc. If I was out, I was carrying, and NO ONE knew. THAT is the entire point of concealed carry.
Plus, it was in Condition Zero — a fully loaded magazine + 1 in the chamber (16 rounds), hammer cocked, safety OFF.
The PT92AF is the Berretta-licensed pistol made with the exact same specifications, which was what the SEALs and other military services worldwide used, and still use.
I was EXPERT with it, and could field strip, and reassemble it while BLINDFOLDED in 15 seconds flat. NOT a joke, NOT hyperbole, NOT exaggeration.
This is perhaps more than you expected, but one thing I am NOT prone to, is knee-jerk reactionaryism. And I have found that, in most cases, when folks FULLY understand problems and possible solutions, THAT is when reason prevails over emotion.
