State board rejects rule that could close nonprofit spay/neuter clinics
MONTGOMERY, Alabama – It was a victory this afternoon for nonprofit spay and neuter clinics as a state board quietly rejected a proposed rule that animal advocates said would have effectively shut the clinics down.
The Alabama State Board of Veterinary Medical Examiners unanimously voted to reject a proposed rule related to the ownership and operation of veterinarian equipment and operations.
The vote followed a passionate public hearing in which animal advocates said closing the clinics would only add to Alabama’s animal overpopulation problem.
“I’m very pleased. The public spoke, and the board listened,” said Mark Nelson, executive director of Alabama Spay/Neuter Clinic in Irondale.
Cheers and applause echoed through the hallway outside the boardroom as word spread of the vote.
“I’m delighted,” said Rachel Tears, the founder of the Alabama Animal Alliance in Montgomery.
The proposed rule would have prohibited non-veterinarians, including non-profit groups, from owning or controlling the use of veterinarian equipment and also prohibit a veterinarian from working for a non-veterinarian such as a nonprofit.

Great news! My wife and I both sent letters in appeal to keep the Alabama SpayNeuter Clinic open, sent emails, “liked” them on Facebook, etc.
